The J. Sargeant Reynolds Community College Board convened at 4:02 p.m. on Thursday, September 5, 2024, at the Parham Road Campus in the Workforce Development & Conference Center Gallery.

CALL TO ORDER

Mary Studevant called the meeting to order.

Chair Studevant affirmed that a quorum was present.

BOARD CHAIR’S REPORT

Chair Studevant welcomed the board to the first meeting of the academic year and asked board members to briefly introduce themselves to the new board members.

MINUTES

Chair Studevant asked if there were any additions or corrections to the Minutes of the June 6, 2024 meeting.

Upon a motion by Mrs. Kathy Graziano and seconded by Mrs. Allison Feinmel. The Board approved the Minutes from the June 6, 2024 meeting. The motion carried 12-0-0.

PRESIDENT’S REPORT

Dr. Pando welcomed the board and presented on the following:

FEATURED PRESENTATION

Fall Enrollment and Retention Update by Dr. Lori Dwyer and Dr. Jennifer Mezquita- Macaia.

Dr. Mezquita-Macaia kicked off the presentation informing the board the college hit the stretch goal of 100% head count and exceeded the (Full Time Equivalent) FTE stretch goal. The college also exceeded retention numbers with a 3.6% gain in retention of black students and a 3% gain with Hispanic students.

Next Dr. Dwyer reported the college had a 6.5% gain over last year with First Gen students. Dr. Dwyer also shared the decline in the number of students who were backed-out or dropped due to nonpayment. The college issued contemporary statements and included resources to help students with the process. Dr. Dwyer then shared details on the Program Maps and Incentives Program funded through private donations.

BOARD OPERATIONS & PLANNING COMMITTEE

Mr. Owen Matthews reported Dr. Pando, Board Chair, Mary Studevant, and he met with the two newest members of the board last month. Mr. Owens also shared plans for a Special Meeting to be held on November 21, 2024, in place of a Board Retreat. The Chancellor will be the guest speaker, and the evening will conclude with a dinner.

ACADEMIC, STUDENT AFFAIRS AND WORKFORCE DEVELOPMENT COMMITTEE

Dr. Mezquita-Macaia reviewed the Addendum to the Student Code of Conduct and asked the board for the following:

1. Approval of Student Code of Conduct Addendum.

After discussion Ms. Jeff Hedrick made a motion for approval and Dr. Rajendra Dubey seconded the motion. The Board approved the Student Code of Conduct Addendum. The motion carried 6-2-3.

FINANCE & FACILITIES COMMITTEE

Informational items were included in Boarddocs.

A motion was made by Mrs. Anne McDougall that: “THE J. SARGEANT REYNOLDS COMMUNITY COLLEGE BOARD ADJOURN.” The motion carried 11-0-0.

There being no further business to come before the Board, the meeting adjourned at 5:42 p.m.
