The Executive Leadership of the college is made up of the College President and the President’s Executive Cabinet. The members of the President’s Executive Cabinet, under the leadership of the College President, are responsible for all departments and divisions of the college.

College President – Dr. Paula Pando

Dr. Paula Pando is a strategic, forward-thinking educator with nearly 30 years of experience in both public and private higher education. The daughter of immigrants, she is fluent in both Spanish and English and is wholly committed to strengthening lives and communities through the transformative power of an education. In May 2018, Dr. Pando was appointed the fourth president of J. Sargeant Reynolds Community College. Prior to her role as president of Reynolds, Dr. Pando served as the Senior Vice President for Student and Educational Services at Hudson County Community College in New Jersey, where she spent nearly sixteen years of her career. She began her career at Saint Peter’s University in Student Affairs, also in New Jersey.

Dr. Pando’s strong student advocacy and contributions to the field of higher education have been recognized at the local, state, and national levels. Most recently, she was elected to serve on the Board of Directors for the American Association of Community Colleges. She also serves on multiple local boards including the Community Foundation for a greater Richmond, Chamber RVA, and Venture Richmond, among others.

In 2017, she was one of 38 community college leaders selected from across the country for the Aspen Institute’s Presidential Fellowship, a rigorous applied executive fellowship in partnership with Stanford University. In 2021, she was awarded the Dana Hamel Leadership Award, the highest award bestowed by the Virginia Community College System for her leadership in the development of the system’s ambitious six-year strategic plan. In 2023, Dr. Pando was recognized by the Richmond Times Dispatch and Richmond Raceway to the inaugural class of Women Who Drive Richmond in recognition of women driving the region forward, as well as a recipient of the Richmond YWCA Outstanding Woman in Education, 2023.

Dr. Pando was in the inaugural class of the Rowan University Community College Leadership Initiative in 2007, earning a doctorate in educational leadership, and in 2023 was presented with the University’s Alumni Medal for Outstanding Achievement. She earned an M.A. in education administration from Saint Peter’s University, and a B.A. from Stockton University. Dr. Pando is the proud mother of three adult children, Jake, Luke, and Isabella and lives with her husband Eric in Glen Allen, VA.

Vice President of Finance and Administration

Amelia “Amy” Bradshaw provides strategic, college-wide leadership for the functional areas that embrace Reynolds’s financial units including accounting, budgeting, procurement and materiel management, cash management, auxiliary services, and contract management. Ms. Bradshaw also oversees the Department of Police, Department of Facilities Management and Planning, and Department of Technology.

Ms. Bradshaw joined Reynolds in 1996 and she was elevated to vice president in 2010. She earned a bachelor’s degree from Northern Illinois University and an MBA from George Washington University.

Joshua Cole

Director of Organizational Development and Special Assistant to the President for Strategic Initiatives

As Director of Organizational Development, Dr. Joshua Cole provides professional learning opportunities for administrative and classified staff at Reynolds Community College. He is responsible for developing the knowledge, skills, and abilities of internal employees to help execute the mission and vision of the college focused on our students’ success. As the Special Assistant to the President for Strategic Initiatives, Dr. Cole is responsible for the shared governance of the college through building a cohesive culture of teamwork.

Dr. Cole’s career includes experiences in PreK-12, higher education, and nonprofit education. He served as a teacher in Detroit Public Schools, a principal in Chesterfield County, Virginia, the Sr. Director of Equity and Inclusion at Waterford.org., and the Executive Director in the School of Education at Virginia Commonwealth University. As the Executive Director of the Office of Strategic Engagement at VCU, he was responsible for implementing professional learning opportunities for faculty, staff, and educators in the Commonwealth and across the nation on organizational development.

Dr. Cole is the recipient of the National Milken Educator Award for Excellence in Education. He earned a bachelor’s degree from Central Michigan University, a master's degree in administration from Wayne State University, and a doctorate degree from Virginia Commonwealth University in educational leadership.

Elizabeth Creamer

Elizabeth Creamer

Vice President, Workforce Development and Credential Attainment

Elizabeth Creamer is Vice President of Workforce Development, Community College Workforce Alliance (CCWA), the shared workforce development division of Reynolds and Brightpoint community colleges. CCWA serves regional economic development, business and industry, and current and future job seekers through industry sector strategies, occupational training and workforce credentialing, apprenticeship related instruction, business consulting and employee training, and career coaching. CCWA has more than 30 Fast Forward credential programs to prepare job seekers for quality jobs in health care, manufacturing and logistics, skilled trades, and information technology.

Prior to her role at the college, Elizabeth served as Advisor for Workforce Development in Governor Terence R. McAuliffe’s and Governor Bob McDonnell’s administrations. She also served as Assistant Vice Chancellor for Career Pathways and Workforce Programs for Virginia Community College System (VCCS) and in administrative positions at Virginia Peninsula and Paul D. Camp community colleges. Creamer is a board member of Go Virginia Region IV, ChamberRVA, and the Alliance for Building Better Medicines, committed to creating a regional Bio-Pharmaceutical cluster in the Greater Richmond and Petersburg region and a member of the Access Committee of Commonwealth Savers (formerly Virginia 529). Creamer’s holds a baccalaureate degree from Christopher Newport University and a master’s degree from Old Dominion University.

Lori Dwyer

Dr. Lori Dwyer

Vice President of Academic Affairs

Dr. Lori Dwyer serves as the Vice President of Academic Affairs for Reynolds Community College. Within this role, she provides strategic leadership of program development, implementation and evaluation to ensure high quality education aligned to regional workforce and transfer needs. Prior to joining Reynolds in 2020, Dr. Dwyer served as the Associate Vice Chancellor of Programs for the Virginia Community College System, where she was a leader in the development and implementation of the statewide FastForward and G3 programs. In addition to her workforce background, she has significant experience in dual enrollment, transfer articulation, and program development.

Before moving to Virginia, Dr. Dwyer worked at Colorado State University and Aims Community College in Colorado, Dunwoody College of Technology in Minnesota and the University of Wisconsin-LaCrosse. She holds a bachelors in communication studies and a Master’s in Education from the University of Wisconsin-LaCrosse and a Ph.D. in Community College Leadership from Old Dominion University.

Jennifer Mezquita-Macaia

Dr. Jennifer Mezquita-Macaia

Vice President of Student Affairs

Dr. Jennifer Mezquita-Macaia is a dynamic higher education leader committed to expanding access and fostering environments that prioritize academic excellence, holistic support, and meaningful engagement to drive student success.

Currently serving as Vice President of Student Affairs at Reynolds Community College, Dr. Mezquita-Macaia leads a broad portfolio of student services, including admissions, financial aid, academic advising, career development, student support services, military services, student engagement, among others. She drives initiatives that promote academic excellence and holistic student development, ensuring support throughout the educational journey.

Previously, as Provost of Student and Academic Success at North Shore Community College, Dr. Mezquita-Macaia led Academic and Student Affairs, integrating academic excellence with student engagement to enhance outcomes for a diverse student body. She also served as Vice President of Student Affairs at Northern Essex Community College, overseeing Enrollment Services, PK12 Partnerships, and Student Development.

In recognition of her exceptional leadership and commitment to higher education, Dr. Mezquita-Macaia was selected as a 2024-2025 Aspen Rising Presidents Fellow, part of The College Excellence Program, which prepares aspiring community college presidents to lead institutions toward excellence and innovation. A proud first-generation college graduate, she earned degrees from Valencia College, the University of Florida, and the University of Central Florida, culminating in a Doctor of Education in Higher Education and Policy Studies.

Lindsay Lane Robinson

Vice President of Institutional Advancement and Executive Director of the College Foundations

As Vice President of Institutional Advancement, Lindsay Lane Robinson provides strategic leadership for Reynolds Community College’s marketing, communications, public relations, and events division. She is responsible for broadening the positive reputation of the college and overseeing a strong brand presence within the community. As Executive Director of the College Foundations, Robinson is responsible for the fiscal stewardship of the Foundation’s $25 million in assets and ensuring significant support of Reynolds’ students and programs by cultivating and stewarding strong relationships with local, regional, and national funding partners.

Prior to joining Reynolds in 2023, Robinson served as a respected and successful fundraiser with more than 15 years of experience. Most recently, she served as Director of Advancement & Operations for the Northstar Academy, a non-profit K-12 school for students with learning challenges. Previous roles include Director roles at the Richmond Ballet, the United Way of Greater Richmond & Petersburg, and the Chesapeake Bay Foundation. Prior to moving home to the Richmond region, Robinson began her career in Dallas, Texas, serving in fundraising roles at two highly respected health and human service organizations. During her career, Robinson has managed multiple successful eight-figure capital campaigns.

Robinson holds the distinguished Certified Fund Raising Executive (CFRE) credential and is the Immediate Past President of the Association of Fundraising Professionals Central Virginia Chapter. She earned her bachelor's degree from Clemson University and a master's degree in corporate and professional communication from Radford University.

Sean Terrell

Sean Terrell

Associate Vice President Research, Planning and Grants

Sean Terrell is an experienced postsecondary education leader and strategic thinker, having worked in higher education for nearly ten years as a project developer, dean, and vice president. Sean has extensive experience working with local, state, and federal stakeholders to create workforce and economic development solutions that impact local economies and further community development.

Sean provides leadership over institutional research, strategic planning, and grants at Reynolds. Prior to his work at Reynolds, Sean was the Associate Vice President of Workforce Development and Community Partners at Hocking Technical College in Southeast Ohio. At Hocking, Sean led several federal and state sponsored programs including Title III and TRIO Student Support Services (Department of Education), POWER and Inspire (Appalachian Regional Commission), WORC and Scaling Apprenticeships (Department of Labor), and Rural Business Development (USDA). In addition to this work, Sean worked closely with state agencies including the Governor’s Office of Appalachia, Ohio Development Services Agency, and the Lt. Governor’s Office of Workforce Transformation, to create new training programs for high demand industries including broadband and manufacturing, as well as scaling work-based learning opportunities for students in targeted sectors like the skilled trades and culinary and hospitality.

Sean earned his Bachelor of Arts in Music Education from the University of Kentucky and an MBA from Ohio University.
